VAT Registration and Rates in Germany: A Business Guide

German VAT (Umsatzsteuer) explained: registration thresholds, the 19% standard rate, filing frequencies and the reverse-charge rules for foreign businesses.

VAT Rates

Germany applies a standard VAT rate of 19% and a reduced rate of 7% (food, books, local transport, hotel accommodation). Intra-EU B2B supplies are zero-rated under the reverse-charge mechanism.

Registration

German-established businesses must register from the first taxable transaction — there is no domestic threshold (the Kleinunternehmer exemption applies below EUR 25,000 annual turnover). Foreign businesses making taxable supplies in Germany must register regardless of turnover, via the competent tax office for their home country.

Filing Obligations

New businesses file monthly preliminary VAT returns (Umsatzsteuer-Voranmeldung) for the first two years, moving to quarterly where annual VAT is below EUR 9,000. An annual VAT return consolidates the year. Returns are filed electronically through ELSTER, generally by the 10th of the following month.

Practical Notes

EU distance sellers can use the One-Stop-Shop (OSS) instead of German registration once EU-wide B2C sales exceed EUR 10,000. Late filing penalties reach 10% of the assessed tax (max EUR 25,000), making a local tax advisor (Steuerberater) a worthwhile investment.
